Meet YELLOW SIGNAL's Founder & FLHSMV Specialist

BIO

     YELLOW SIGNAL’S Founder and Director, Whitney Recker, is a New Yorker by birth- but a self-proclaimed “Floridian at heart” after her family relocated to Jacksonville at a very young age. Following high school, she briefly enrolled in the University of North Florida to major in Criminal Justice - where she was on the Dean’s List every semester - before taking a sabbatical from college to marry and become a stay-at-home-mom, a job that she proudly held for nearly a decade.

 

     In 2016, and with her children growing older, Whitney was compelled to re-enter the workforce; she knew that the best way to do so was by leveraging her interest in the criminal justice system, her experience in raising future responsible citizens, and the organizational skills gleaned from both her time on the board of the PTA and from managing a household. These cumulative skills inspired her to seek out work in the legal profession. She was quickly offered a position at one of Jacksonville’s premier criminal defense law firms where she rose through the ranks from Receptionist to Paralegal during her tenure.

 

     After returning to UNF in 2017 to finish her degree, meanwhile juggling a full-time job with raising young children, Whitney graduated summa cum laude (‘with highest honors’). Not satisfied, she continued to lean into her interests: in 2020, she sat for the Certified Paralegal exam, a 4-hour comprehensive exam administered in a controlled environment and covering all facets of legal procedure. The CP exam is broken up into a 2-hour multiple-choice portion, followed by a 2-hour written portion. After earning her CP credential, she added the distinction of becoming a Florida Registered Paralegal (FRP) by swearing an oath to uphold the same ethical and procedural rules that licensed attorneys must abide by.

 

     In early 2025, as a veteran paralegal with 9 years under her belt assisting on all types of criminal offenses, Whitney shifted focus from working for law firms to freelancing. This pivot allows her to funnel the skills acquired working on DUI cases - an offense which she grew particularly knowledgeable in - toward a whole new paradigm; one in which her skills can be utilized by any DUI attorney statewide. Indeed, Whitney built a reputation for often being more skilled at navigating complex FLHSMV matters than even the attorney(s) presiding over the case! The tips and tricks she has acquired have proven fruitful in many situations when a client was otherwise exasperated with the stonewall maneuvers of the dreaded “DMV”. Intuitive and resourceful, Whitney stops at nothing to find a way to keep the accused [legally] behind the wheel for as long as possible. In addition to being a master of her skill, she is coveted by her clients for being personable, for putting first-time offenders at ease with her wit [during a time of otherwise tremendous stress and anxiety], and for establishing productive working relationships with Hearing Officers and other BAR personnel across the state.

 

     Whitney works remotely from her home base in Jacksonville. In her free time, she enjoys theatre, travel, animals, trivia, visiting Walt Disney World, and spending time with her two college-aged children.

Duties and Responsibilities:

  • Provide routine administrative and substantive legal support to multiple attorneys for all facets of the criminal justice process- from prearrest, to trial and beyond

  • Correspond with Assistant State Attorneys, Judicial Assistants, law enforcement investigators and other court personnel

  • As FLHSMV Specialist, provide personalized attention to DUI clients regarding suspension details, options, hardship eligibility and prepare attorneys for Formal Review Hearings

  • Analyze CDRs to provide guidance on non-DUI related suspensions and other driver’s licensing issues such as traffic tickets and HTO designations

  • Maintain court hearings calendar with precision accuracy

  • Oversee new client intake

  • Ensure client compliance for bond conditions, special conditions of probation, diversionary programs and other-Court ordered requirements

  • Draft and file pleadings, motions, contracts, presentations and other legal documents

  • Schedule and prepare for depositions

  • Attend court hearings to provide emotional support to community members in crisis situations

  • Organize and review case files and discovery

  • Manage trust accounts and other sensitive fiduciary matters

  • Act as client liaison to ensure clients remain consistently informed of case status and that inquiries are responded to timely, accurately, and compassionately in order to mitigate conflict

  • Draft interoffice correspondence and memoranda

  • Execute public records requests to multiple state and local agencies

  • Enhance workflow process efficiency by implementing comprehensive policies and procedures

  • Conduct legal research to provide problem-solving techniques within appropriate parameters

  • Investigate facts, interview witnesses and summarize findings for reporting purposes as necessary

  • Supervise legal assistants and other junior roles within the organization
